Biography
Deputy Chief of Mission (DCM) and Acting Consul General of the Islamic Republic of Afghanistan, Bonn, Germany

Born in 1991 in Kabul, Afghanistan, Mr. Hamid Nangialay Kabiri is a distinguished diplomat and dedicated public servant who has held various high-profile positions within the Afghan government. Known for his expertise in Information and Technology, Mr. Kabiri has been instrumental in pioneering programs that promote good governance and enhance the quality of public services.
In March 2019, Mr. Kabiri was appointed Deputy Chief of Mission (DCM) at the Afghan Consulate in Bonn, Germany, where he currently serves as DCM and Acting Consul General. Throughout his career, he has played a pivotal role in implementing significant digital reforms and initiatives aimed at improving the efficiency and service delivery of government operations.
Prior to his current diplomatic role, Mr. Kabiri served as Head of the Information and Technology Department at the Ministry of Foreign Affairs (MoFA), where he was responsible for addressing critical IT challenges and meeting rising citizen expectations in the digital era. His leadership at MoFA resulted in transformative projects, including the implementation of the Task Management System and the development of the Online Contact List Hos DB. These initiatives not only enhanced e-governance capabilities but also strengthened cybersecurity measures, contributing to more transparent and efficient government operations.
Mr. Kabiri’s innovative approach to leadership has transcended the traditional boundaries of public service. His visionary projects at the Ministry of Foreign Affairs have had a far-reaching impact, driving substantial improvements in inter-agency connectivity and facilitating better decision-making processes in foreign affairs.
Since beginning his governmental career, Mr. Kabiri has earned a series of promotions, reflecting his commitment, organizational acumen, and ethical standards. His tenure as Head of Information and Technology at Ministry of Foreign Affairs saw the introduction of groundbreaking reforms that have improved administrative management, increased citizen engagement, reduced corruption, and modernized the ministry’s technological infrastructure.
Mr. Kabiri holds a Bachelor’s degree in Computer Science from Kabul University. He has also completed numerous specialized courses in cybersecurity, digital communication, leadership, and management. His expertise has been further enriched through active participation in regional and international conferences focused on foreign affairs and cybersecurity.
Fluent in Dari, Pashto, Urdu, and English, Mr. Kabiri continues to advocate for the advancement of Afghanistan’s diplomatic and technological standing on the global stage.
